Facilities Information Policy
This policy is created for the purpose of insuring that stormwater management facilities implemented in the City of Gainesville have the greatest possible efficacy on improving the quality of like for its residents and visitors with the funding provided by the Stormwater Management Utility. This policy contains two elements:

  1. The Capital Improvement Plan - The Capital Improvement Plan (CIP) is an element of the fiscal planning process established by the City Commission that identifies projects, funding and year(s) for the implementation. The CIP identifies projects for five fiscal years with the two most current years being adopted as a result of the biannual budgeting policy currently being practiced by the city.
  2. The Facilities Assessment Process - This process is created to assist staff and the City Commission in prioritizing and setting the order in which projects are added to the CIP. The Facilities Assessment Process is necessary because of increasing competition for stormwater management funds.
    1. Step - Nominations
      Public or staff sources identify the stormwater need. Staff logs in the request, develops some alternative solutions and cost estimates. Analysis of the Comprehensive Plan factors and Subjective factors is completed as shown on the attachment titled Stormwater Prioritizing Criteria.
    2. Step - Preliminary Ranking
      For nominated projects, including all unfunded from prior years, a draft ranking is prepared by staff. This is completed on the form titled Stormwater Ranking Analysis.
    3. Step - Ranking
      The City Commission receives the staff information and reviews the rankings. The City Commission may accept the rankings, or refer the report to the Public Works Committee for further review and refinement.
    4. Step - Capital Improvement Plan
      Top ranked projects are added to the CIP for the new fiscal year as needed to match the available funding.

Stormwater Management Utility
The Stormwater Management Utility (SMU) program was implemented in 1989. The SMU is billed through Gainesville Regional Utilities, the city owned utility.
