Right-of-Way Mission (ROW):
Our ROW crew mission is to clear intersections and overgrown vegetation from areas that are mowed during mowing season. We also clear vision triangles and any overgrown vegetation out of ROW, Sidewalk maintenance, which includes edging, vegetation cutback to clear walking path on either side and to a height of 7', Application of herbicide on wooded areas, fence lines and curb& gutters, and Clear overgrowth from City owned lots.

ROW Maintenance is necessary;
1) To ensure oncoming traffic is visible at intersections to ensure our citizens safety;
2) To reduce the amount of vegetation in the way of the tractor operators and prevent vegetation
from hitting the operators while mowing to ensure their safety;
3) Upon request, to clear City owned property where some one has lived or someone has
placed abandoned debris; and
4) Aesthetics; maintain the City's ROW to the highest standard to ensure that our roadways,
right-of-ways and intersections have clear visibility and is safe for our citizens.
The ROW crew does not maintain Home Owner Association (HOA) R.O.W.s, Subdivisions, Commercial Property or Private Property.

SIDEWALK MAINTENANCE
SIDEWALK MAINTENANCE DUTIES:
1. Edge sidewalk and curbs and cut back the pedestrian R.O.W. to a height of 7";
2. Clear vision triangles and traffic signage and fire hydrants;
3. Clean up storm and trash debris from sidewalk and R.O.W.;
4. Clean and maintain their tools and equipment including field repairs as necessary;
5. Clear City-owned lots of overgrowth and debris;
6. Set up safety work zones; and
7. Apply herbicide to problem areas.
MOWING DUTIES:
1. Clean debris from R.O.W. before mowing;
2. Mow ditch bank and retention basins;
3. Mow City lots;
4. Daily maintenance of tractors and mowers, field repairs and yearly tune-ups for mowing season; and
5. Apply herbicide to curb and gutter on City R.O.W. at 3% mix.
R.O.W. Mowing Routes:
There are five (5) R.O.W. mowing routes and they are as listed below:
1) Ditch Route
The Ditch Route consists of drainage ditches and retention ponds throughout the city. Ditches
and Retention ponds drains City streets and neighborhoods. The operator assigned this route is
tasked with mowing the tops of the ditch, and retention ponds as much as possible, while checking
for signs of ditch erosion or blockage, which is reported and recorded by dispatch for the drainage
crew to check and repair as needed.
2) Large Route
The Large route consists of mowing wider areas with generally no sidewalk, non curb and guttered
ROW. Larger and heavier tractors with 6ft flail mowers are used to mow this route.
3) Median Route
The Median route consists of mostly sidewalk areas within the City of Gainesville. This is a smaller
and ligher route where smaller tractors such as the New Holland TC30 is used for mowing.
4) Southwest Annex Route I
(SW Annex) consists of Sidewalk, R.O.W. and Retention Pond mowing with one zero turn , truck
and trailer. Equipment used to mow these areas are transported to the job site daily for safety ,
reasons because of the distance the operator has to travel on a tractor.
5) Southwest Annex Route II
This route consists of two operators with Sidewalk, ROW and Retention Pond mowing with two zero
turn mowers, one truck and trailer.
